Picking up where we left Part 1, the question remains, where are the EB-5 applicants from other countries that have many more millionaires?
It’s important to keep in mind that the EB-5 investment immigration program was never intended to be primarily for Chinese investors. The primary benefactors of the program have always been intended to be American workers and the American economy. Investors from many different foreign countries are welcome to immigrate using the EB-5 program.
The reason that Germans, French, Italian, and British investors aren’t taking advantage of EB-5 is not that they don’t want to invest. It’s that they don’t want to emigrate from where they are or immigrate to the United States. Chinese people do.
This underscores the fact that immigration is the issue for Chinese investors. Clearly, it is not about the money. It is not even about making great returns on their investments. It is about getting greater value.
Americans, especially the majority who have never travelled outside of the U.S., tend to assume that the rest of the world is like the United States. It is not. China is one place where the differences are literally a world apart.
The Chinese economy is much worse than most Americans imagine. The country’s rapid growth over the past decade has caused many problems. The kind of problems, economic, political, educational, and environmental that are investors’ worst nightmares.
Chinese millionaires are interested in EB-5 because it is a means of using a portion of their wealth for a period of time in order to secure a better life for themselves and their families. It is the same thing any of us would do in the same situation.
